A Comparative Study on the Pension Reforms in Southern European countries: Focusing on Italy, Spain and Greece

Abstract
The study deals with pension reform process in the Southern European countries, analyzing and comparing reform contents in the perspective of coverage, adequacy and sustainability. Also, it examines the differences between pension reforms in these countries, suggesting the Korean pension development. The pension reforms in these countries have something in common with other pension reforms in advanced countries because their reforms also originated from demographic ageing. However, the intensity of pension reforms is different between these countries. Italy has experienced the structural pension reform, Greece does radical parametric reform and Spain does incremental parametric reform. The pension reforms in these countries show that the level of public debt and whether there have been voluntary successful pension reforms could be crucial for their pension developments. Korea is a bit different from Southern European countries because our public debt is low and because we have experienced voluntary pension reforms but, the study shows that it is necessary to continuously improve pension system to escape pension reform from external elements.
